ABSTRACT

The commercial waste is in the trend of rapid increase, and now that specific strategy for implementation is not sufficient, the systematic and efficient management is necessary to reduce the commercial waste in regulatory aspect. The problem brought up in the waste disposition under the current waste control act are as follows: First, there is an issue about qualification of technical managers in waste disposal facilities. that is, unqualified technical manager, non-performance of trusted duties, and abuse of the concurrent position, etc. Especially it is becoming a problem that unqualified technical managers, or to have those unqualified to operate the waste disposal facilities and allow them to have concurrent position disregarding qualification of technical manager for waste disposition. Second, looking into training program provided, the contents is not specific, and is distracted with diversification of several subjects, in despite that knowledge and technology are definitely different, the said course of education is being administrated so simply in reality. Also, the time for education is short and the method therof is too formal. Third, the way of keeping and retention of log book is too formal in process and method, therefore there currently is some difference between log book and actual status with quantity and kind. Fourth, in waste disposition, those documents submitted or reported to administrative office are turned out as not to have inspected or to be too formal, and it is the fact that administrative office committed don't execute any audit and they are handling too formally as it is. Fifth, those administrative sanctions against breach of installation, inspection, management, report and subsequent management, etc are too weak in discharge and disposition of commercial waste. thus, the security of effectiveness with the waste disposition is too weak. Therefore, as improving method for problems mentioned above, First, while proper control should be given because the commercial waste always have danger and hazard in it's nature, and the waste disposal facilities should be installed and managed in order to treat properly the waste, and efficient and effective management is actually important by operation conducted by those who are in charge and professional and technical. Second, thorough education is necessary in the waste disposition. the basic education is first required, so after educating the human health and environment, disposition․ transportation․distribution of the waste, etc., then it is desirable to educate the main reason, type, prevention of hazardous waste, accident data of hazardous, damage recovery from hazardous waste as 'on the job training.' and basic education, audio-visual education, video lectures, screening of movie, etc are to be desirable as method of education, also education of assembled educatee should be administrated for enough time and efficiency of education. Third, there should be no difference between the entry written onto documents or log books related to the waste disposition and the actual status, and surely be the same. namely, performance of the waste disposition, the status of recycling treatment, etc. should be exactly kept in the record. Fourth, the administrative office should thoroughly supervise whether it is same between documents and actual status or not, and compliance with the relevant laws through often․periodic site-survey, visits and inspections. Fifth, administrative sanctions need to be strengthened against the breach of installation, inspection, management, report, subsequent management, etc. of waste disposal facilities with the producers of commercial waste and in waste disposition. Thus, the security of effectiveness is so important element in the waste disposition.
