ABSTRACT

There is no evidence the provisions that directly define the concept for the area to the Korean Constitution. However, the constitutional basis for regional policy are presented Constitution Chapter 9 economic field, equality principle, and the principle of the social state etc. There are the Local Government Act and individual of the law associated with local and regional policy. In it base, regional policy has been enforcement. But regional and local area has been recreated. Regional concept has changed by development of science and technology, changes in the economic model, such as exchanges expanding on a global level. Area is across the border. Such as through economic cooperation zones and special economic zones, it is to integrate the people of the local and the world. It has been integrated into the new form with regional and economic and civil. Its characteristics are shown exactly by metropolitan, megalopolis, megacity region, and network city theory etc. Among them, new regionalism has boosted the world of the region. It has been granted the entrepreneur-oriented value to the region, a market friendly, such as economic prosperity and competitiveness. In the past, reorganization of administrative districts have been tried several times to aimed at resolving pending issues and challenges in the region. However, for its achievements, negative evaluation and positive evaluation has been conflict. Participatory government, which was established in 2003, has adopted a balanced national development as a core specific national challenges. And for the balanced development of the region, Participatory government were strongly promote the localization project than any past administration. It was launched in 2008, Lee Myung-bak government were focused on the improvement of industrial competitiveness at the center of the wide-area economic zone units. Park Geun-hye government introduced the concept of Regional happy living area. Regional Project Hope are presented four of vision : happy experience of residents (Happiness), the provision of equal opportunities(Opportunity), voluntary participation and collaboration (Partnership), anywhere quality of life that is guaranteed (Everywhere). Regional happiness living area is composed of a total of 56, which was announced in March 2014, the central city living area 20, the urban-rural linkages living area 13, living area 21 such as farming and fishing. But, how can be improved Regional happiness living area policy for the life and happiness index of residents, it is questionable. Regional policy of Korea has been determined by the term of office of the President. Administration and the government give priority to business as possible within the term of office of the President. However, there are little regional policy that can be achieved within five years. Within a short period of time, if in case the government has placed emphasis, only exhibition policy, it is difficult to expect the outcome of those policies. Such as balanced national policy of Participatory government and wide-area economic zone policy of Lee Myung-bak government, Regional happiness living area policy of Park Geun-hye government also is likely to fail. Therefore we must seek to a new regional policy beyond a regional policy based on elections and the presidential election pledge. We should be established regional policies based on the local status and the nature of local government need to residents.
