ABSTRACT

As is generally known, both central and local government in Korea have adopted budget approval principle which finalizes the budget voted by legislators. The process of budget decision in budget approval principle is very different from the process of budget legislation principle. And the demand for reconsideration is very complicated in the local Government Act. This system means a diversionary move to the local assembly. When a local government head has a different opinion to the budget that different will be enacted by congress, he can demand reconsideration to local assembly. But this system is virtually ineffective. Because local assembly is not to handle these issues. It is very important to check the consultation and decision of local assembly in the local self-governing system, but these articles are an obstruction to local self-governing system. So we approach to revise these articles carefully, and we must study this subject indefatigably. This study proposes four improvement ways in governor`s budget veto power in order to correct the problems caused by the modified budget approval system.
