ABSTRACT

There has been great consensus among the public for severe punishment whenever sexual violence takes place against and whether making sex offenders socially isolated by putting them in prison just for the purpose of harsh punishment is the best way to prevent their second conviction should carefully be considered. It's general perception in our society that a long-term detention of sex offenders in prison cannot make it possible to attain the purpose of punishment, and the kind of system that can successfully prevent their second conviction after social rehabilitation to help them lead a stable social life should be prepared. Therefore sustained research efforts should be directed into the development of therapeutic programs available in prison, and an appropriate institutional measure should be taken to make the programs work properly. Sex offenders should be viewed as those who suffer from a sort of mental disease, and the characteristics and causes of their crimes should discreetly be analyzed from various angles, and proper therapeutic programs should be provided for them while they are in prison. If there is anyone who participated in a therapeutic program yet is likely to commit a crime again after being discharged from prison or who wants to keep receiving treatment, prolonged management should be done for their sake in association with social therapeutic programs or through probation. If such an effort is made to prevent second conviction, people in general will be able to lead their lives at peace.
