ABSTRACT

With the beginning of New Normal Era the increase of abandoned properties or vacant houses becomes new urban management tasks. Vacant houses create diverse problems for cities : they become breeding grounds for crime and generate a spiral of decline and disinvestment. To cope with these problems Act on Special Cases Concerning The Vacant Houses and Small House Maintenance was legislated in February of 2017 and will be enacted in February of 2018. However, there seems some problems and limits of the Act even though it has not operated in the field yet. For this reason this study reviews various policies concerning vacant house problems in aborad such as United States, England, and Japan. One of the findings from the review is that the local governments in the United States could run the Vacant Property Registration to handle the problems generated by vacant houses thank to the accumulated case studies about the issues of vacant houses. Another finding is that Japanese local governments implement very specific procedures for the demolition of vacant houses in order to secure the validity of public regulation over the private property. Based on these findings this study provides some practical suggestions for the establishment of the effective policy for the use of vacant houses throughout the application of the Act on Special Cases Concerning The Vacant Houses and Small House Maintenance. Finally this suggests some directions for the proper amendment of the Act and future research tasks.
