A review on problem of legislation system regarding safety management of public facilities and ideas to solve the problem In case of fire, public facilities lots of people use could be more dangerous than usual ones so it is necessary to set more strict safety regulation. Current law does not clearly regulate conceptional definition about public facilities. For this reason, it is questionable to make a distinct categorization between public facilities and usual ones. Furthermore, the present law stipulates public facilities should be equipped with safety measures to cope with accidents such as fire, but when the safety regulation is violated, the punishment is not severe, just light administrative penalty. As a result, that kind of punishment is not effective in curbing the violations. This study analyzed problems current law has for the safety of public utilities which a majority of citizens make use of and suggested some plans to improve the problems. For public facilities to be prevented from disasters such as fire, it is needed to set up unified law system as well as coming up with realistic penalty enforcement to make sure of controlling violations against safety rules. Therefore, this study suggested better ideas to maintain safe public facilities.
