ABSTRACT

Infants and preschoolers who are considered to be children can be said to be young and immature in that they are under the age of six, and the fact that they are the weak in need of social care shouldn't be overlooked, and their human dignity shouldn't be overlooked, either. It can be said that they have their own rights from birth, and that our society is responsible for raising them as healthy members of society. Infants and preschoolers should be well cared mentally and physically and educated in the right way, but people cannot repress their astonishment when they've heard about infant/preschooler abuse incidents. Specifically, infant/preschooler abuse that takes place in childcare centers which are childcare institutions for infants and young children is extremely shocking because it is done by childcare staff who directly manages these children and assumes responsibility for their care including health care. Various policies have been formulated to prevent infant/preschooler abuse, but there aren't sufficient efforts to do that by improving treatment for childcare staff who provides care for them in person. Therefore the kind of child care guidelines that clearly state the rights of infants and preschoolers and draw a distinct line between discipline and abuse should be prepared. In terms of the improvement of treatment for child care staff, their work hours should be guaranteed, and they should be assigned in proportion to the number of infants and preschoolers who are to be cared. Besides, more assistant teachers should be supplied. As the stress of childcare staff can lead to child abuse, it's needed to manage their stress in a systematic way. and an efficient program that can promote their mental health should be introduced. Finally, the central and local governments should fulfill their obligations for preventing infant/preschooler abuse by introducing nationwide a senior teacher system for children's rights with which Seoul has pushed ahead. If all these efforts are made, infant/preschooler abuse will no longer be regarded as one of social issues.
