ABSTRACT

The cemetery has been considered as a connection between the dead and the live. This perception is our social customs which has been made for a long time. The nation must try to change these customs about cemeteries, but it needs to much time and endeavor. This paper proposes some improving policies. These improvement can control the land consumed by graves, therefore, the land can be utilized efficiently. Firstly, the nation must reduce the size of graves fixed by Act on Funeral Services, that is, graves must be downsized. Secondly, the nation must introduce a related system between a report of establishment of cemeteries and a report of death. This related system will make it control and supervise cemeteries. Accordingly, the nation can establish the periodic burial regulation. This periodic burial regulation will make it utilize the land circularly and control the continually increased graves. Thirdly, the nation ought to legislate the law which will increase natural burials. These natural burials will conserve the whole land, which our successors live in, from graves.
