ABSTRACT

This paper is to suggest a legislative evaluation on the so called Regulatory Sand Box Acts that are Framework Act on Administrative Regulations, Special Act on Promotion of Information and Communications Technology, Vitalization of Convergence Thereof, etc. Special Act on Financial Innovation Support, Industrial Convergence Promotion Act, Act on Special Cases concerning the Regulation of Regulation-Free Special Zones and Special Economic Zones for Specialized Regional Development. For the Legislative Evaluation, first, I reviewed the comparative law research on the United Kingdom, Japan and Arizona State and Wyoming State in U.S. Secondly I considered the Comprehensive Negative Regulation Legislation and the revision of Framework Act on Administrative Regulations in our country. Thirdly l examined main contents of so-called 4 Regulatory Sand Box Acts, which are ex-ante permission and post control, pilot project and special exceptions, temporary permission, fast track obligation. New legal system works very effective and has some imperfection owing to trial initial. Also there are significant implications of Administrative Law with Regulatory Sand box Acts.
