ABSTRACT

Corporate social responsibility, along with environmental issues, has become a global topic across borders. As a result, international norms of corporate responsibility have been created by international organizations such as the International Labor Organization's Declaration of Multinational Enterprises, the UN Global Compact, and the OECD Multinational Enterprise Guidelines. In recent years, the European Commission has decided whether a company should fulfill its social responsibilities as a requirement for publicly funded companies. Korean companies, which have already reached a considerable level in the global economy, are compelled to comply with corporate social responsibility, whether autonomous or compulsory. Still, many domestic companies are approaching corporate social responsibility through narrow concepts such as social contribution and transparent management. In particular, the quality of employment, an important component of social performance, is passive. This may not be a simple task that can be accomplished in a short time by tripartite consultation. However, governments and companies should not overlook the fact that the recent calls for ratification of the European Union's ILO Convention and the expansion of corporate social responsibility could translate into non-tariff barriers that make it difficult to enter the European public procurement market.
