AB - This paper is a case study focusing on the central and local governments on discussions on Japan's multicultural coexistence policy.
As an example of the central government, I mainly dealt with the contents of the “Multicultural coexistence Promotion Report” released by the Japanese government in 2006. Multicultural coexistence is "people of different nationalities or ethnicities, acknowledging their cultural differences, building equal relationships, and living together as members of the community". As an example of local government, Kawasaki City, which was the first to announce the guidelines for multicultural coexistence policy in Japan, and took the lead among local governments, was explained as an example. Kawasaki City was the first point in Japan where the multicultural coexistence policy began, and the multicultural coexistence guidelines became a model and influenced the central government as well. It can be assessed that the continued demands of foreign residents and participation in municipal administration played a pioneering role in the implementation of multicultural policies.
Through a case study on Japan's multicultural policy, a comparative study of the multicultural policy of Korea and Japan should be conducted in the future. In addition, I think that the follow-up task is to critically review Japan's multicultural policy and discuss its applicability to Korea.
