AB - In the Trump era characterized by “America First,” JCPOA (Joint Comprehensive Plan of Action), one of Obama’s big achievements, was deadlocked and ceased to function. America’s unilateral withdrawal from JCPOA compels the ‘function of institutions’ to be converted into the ‘logic of power’ in international politics, which turns out to affect North Korea’s nuclear negotiations negatively. The process of JCPOA and how to respond by North Korea can be classified into four periods: commencement, temporal function, degeneration, and paralysis. What is noteworthy is that Pyongyang has changed its policies while watching Iran’s case as a key precedent. As North Korea observed the institutional paralysis of JCPOA, it became less confident of the function of institutions and began to resume military provocations starting 2019. Since it requires a very long time to restore these functions, the Biden administration will find it harder to sit down on the negotiation table with the North Korean regime. South Korean policymakers need to recognize that the logic of power will be at the forefront in international politics at the moment and come up with a resolute plan to strengthen military deterrence. olicies while watching Iran’s case as a key precedent.
