ABSTRACT

This study gives understanding on techno-hegemony war between U.S. and China under 4th industrial revolution by focusing on network war to dominate 5G technology and platform. 4th industrial revolution and development of ICT give critical influence in redistribution of wealth and power, bringing out new momentum for hegemonic rivalry between U.S. and China. However, developments of current hegemonic war is different from previoous confrontations. As high connections that became possible with 4th revolutionary technology became asymmetric, interdependence between the nations have become weaponized. States that dominates the central node of the platform network and critical technology can monopolize information and wealth. Hence, the winner takes the all benefits created by platform. Under such system, since becoming the first mover and dominating the central platform and critical technology become so essential, states become very aggressive and exclusive. This study gives explanation on current rivalry between the U.S. and China, how it redistribute wealth and power by adopting network theory, panopticon effect, and bottle neck effect. Also, this study analyzes not only science and technology policy of U.S. and China but also security policy, and how these policy become apparent in Hwawei and Tiktok cases.
