AB - The purpose of this article is to review the perceptions and responses related to Dokdo Island as expressed via the minutes of the National Assembly of Middle and High Council members from Shimane and Tottori Prefectures in Japan. On January 14, 2005, Shimane Prefecture insisted on Dokdo Island's territorial rights, enacted the Ordinance to Designate “Takeshima Day”, and promoted a movement to establish Takeshima territorial rights. In this article, the responses and perceptions of the central and local governments were analyzed. The analysis show the following. First, members of the Shimane and Tottori Prefectures recognized that Dokdo was illegally occupied by South Korea. Second, local fishermen and fishing industries need to be separated from the sovereignty issue, and economic compensation from the government was required. Third, although there was no specific discussion on the exclusive economic zone, it was recognized as one of the marine boundary issues. As a result, the council members from the Shimane and Tottori Prefectures asked the Japanese government and the Ministry of Foreign Affairs to respond strongly. However, they held a conservative position regarding the Maritime Security Agency, due to the security conflict. In conclusion, council members from the Shimane and Dottori Prefectures urged the Japanese Government to respond strongly, while maintaining a cautious approach around economic and security issues.
