ABSTRACT

Developmental state introduced by Johnson in 1982 is one of main practices to explain the dramatic economic performances as Korea accomplished during last decades. Core concept of the developmental state is a strong government involvement to achieve national goals for the economic growth, not violating free market system. The justification and rationality of all policies was national economic growth. Tourism development also directly had been driven by the government in investment, operation, and construction being played a effective vehicle under this justification. However, this government-driven tourism development, as a legacy of the developmental state, is being questioned and raising problems in this democratized diversified society. Authors discuss and examine these problems.
