ABSTRACT

This study aims to analyze a structural relationship of policy actors' capacity, governance formation, and policy outcome in local convention industry policy, especially focusing on the mediating effects of governance formation. The results indicated that local stakeholders' capacity and local government capacity influence on the formation of the structural and operational factors of governance, and that the structural and operational factors of governance influence on policy outcome. Local stakeholders' capacity has a significant relationship on governance formation and its operational factors have a significant influencing relationship on policy outcome. The study also found that governance formation mediate the effect of the policy outcome. These results revealed that governance formation was important to deliver better policy outcomes, and that policy actors‘ capacity must be enhanced to form governance. The study suggested that policy actors' network be invigorated, local government's adjustment and support be strengthened, improving the operational factors of governance.
