AB - This research aims to compare two cases – to demolish or to pedestrianize Seoul Station elevated promenade – and to verify the effectiveness of the result in terms of walking tourism. To achieve this goal, correlations between foot traffic in that area and topological characteristics were verified by applying topological analysis, and then its characteristics were drawn to analyze the influence on Seoul Station in the cases of either demolishing the elevated promenade or pedestrianizing it. The results are as follows. Through the Seoul Station Elevated Promenade Plan, the overall accessibility would be raised, and space-use density or pedestrian density also would be considerably increased. However, the overall topological variances of the western area of Seoul Station would decline, which may lead to lower effectiveness of developing the undeveloped region, which is the target of the Seoul Station 7017 project. In conclusion, even though the east-west connection can be easier due to the plan, unbalanced pedestrian accessibility to the Seoul Station elevated promenade and the surrounding area could be absorbed to larger regions with a considerable amount of foot traffic, thus creating a “straw effect” that makes the western area’s economy worse.
