ABSTRACT

This study applies Policy Transfer theory to analyze changes in the multicultural education support policies of the Ministry of Education and the Jeollanam-do Office of Education. By analyzing policy documents from 2019 to 2024, the study explores how the Jeollanam-do Office of Education adopts and modifies national policies through four types of policy transfer: Copying, Adaptation, Hybridization, and Inspiration. The findings indicate that while the Office’s policies align with central government guidelines, they are adapted to reflect regional characteristics. A Hybridization approach is utilized to develop independent support measures. Additionally, the Office contributes to the development of national policies by establishing regional networks. This study provides foundational data for policy enhancement and contributes to the discourse on regional multicultural education policies through the lens of Policy Transfer theory.
