ABSTRACT

This study began with the question of where community care policy should be headed as the socialization of care shifts from the private responsibility of women and families to the public responsibility of the state, and from national care through social insurance to community-based care. Therefore, this study examines how community care policy fit within the framework of a “caring with society”. To achieve this, this study emphasizes the social centrality of care values and a renewed understanding of dependence as a prerequisite for a “caring with society”, and in order to implement this policy, this study analyzed community care policy within three key analytical frameworks: universalization of care recipients for universal care, a carer support system to ensure care for all, and support for service contents and linkages between diverse providers to ensure sufficient collaborative care. In particular, within the carer support system, the study examined ways to improve the role of private care, which has traditionally been relegated to women, within the context of de-familialization. And this study also analyzed and examined the need for a support system that includes care workers. Based on the results derived from this, the tasks for change for a “caring with society” were presented.
