ABSTRACT

This paper examines the structural effects of job and organizational characteristics on public service satisfaction among female government employees, mediated by performance. Although female government employees make up over half of the public workforce, they remain underrepresented in senior positions, and research in this area is still limited. Data from 2,991 female government employees drawn from the 2024 Public Employee Perception Survey conducted by the Korea Institute of Public Administration were analyzed using Structural Equation Modeling (SEM)with AMOS. First, individual job characteristics including task competency, public service values, and job autonomy all had significant positive effects on task performance. Second, organizational factors including performance feedback and procedural justice had significant positive effects on organizational performance. Third, both task performance and organizational performance positively affected public service satisfaction, with organizational performance showing a stronger influence. These findings offer policy and practical implications for building a gender-equal organizational culture among female government employees.
