Developmental Pathway and Social Base in Japan: A Prospect for Sustainability Transitions

ABSTRACT

The developmental pathway in Japan contains dynamic interactions that launch the country into a different mode of social structure from the West. This study, from this angle, explores the historical contexts of developmental state and diagnoses how social base can be established through the stage of development, by which the process has been differentiated. It contends that state effectiveness is a key criterion evaluating economic growth, which in turn accumulates the seed of dismantling the very engine of development, and undertakes a preliminary investigation of the role of social base and institutions. The results confirm that the gender role and the family model are not acceptable any longer and do not support the employment model where the integration ratio of labor into the model has been significantly decreased and fragmented. To renovate Japan’s distinctive model in mediating the labor market and supporting social base, the model needs to reset by addressing the ceiling effect of social upward mobility and demographic change. Furthermore, the globalization and value change in Japan for economic integration can be two-part critical challenges in the long term, but there is no prospect that the developmental state is drawing to a close. Although the very success of the developmental state has, paradoxically, eroded the powers of the bureaucracy to set various strategies, the upgraded role of social base and models for the new stage in facilitating sustainability via social trust remains to be established.
