ABSTRACT

This study started with the question of how Rhee Syngman and Park Chung-hee, the two presidents of South Korea (hereafter, Korea) in the Cold War, were understanding the hierarchies of Korea-United States-Japan relations. In order to answer this question, this paper attempts to pay attention to the two president’s perception of Japan. Rhee criticized the generous policy of U.S. to Japan that had been started after the Korean War, and argued that Korea is a more reliable ally than Japan for the U.S. This shows that Rhee did not accept the hierarchies. Meanwhile, Park accepted the hierarchy of Korea-U.S.-Japan relations in the early days of the administration, even though he was aware of its existence. However, as Korea’s strategic value rose after the Vietnam War, Park also attempted to upgrade Korea-U.S. relations as equal as U.S.-Japan relations. The two president’s response methods differed slightly, but they promoted their own efforts to raise Korea's position in the Korea-U.S.-Japan triangle
