ABSTRACT

During the Cold War, the repatriation of Koreans in Japan to North Korea was an important issue that could explain South Korea-Japan relations, South Korea-U.S.-Japan relations, and South-North Korea competition. The role of the U.S., which intervened and coordinated the two opposing countries in various ways during the South Korea-Japan Talks at the time, was significant. This paper analyzes the primary data to answer the question: “Did the U.S. maintain a favorable attitude toward Japan and implement only neutral policies toward the repatriation issue in April-June 1959 when the Geneva talks of the North Korea-Japan Red Cross were held?” This study suggests that the U.S. policy at the time related to the repatriation issue was not simply acquiesced or friendly to Japan but rather was active in the repatriation issue of Koreans in Japan.
