AB - The The topic of this study is about a public human resource development (HRD) case study targeting senior civil servants in Uzbekistan in terms of HRD as part of an international cooperation project. Specifically, common competencies are derived for training senior civil servants in Uzbekistan, and education requirements for each competency are also derived. After analyzing overseas cases and implementing competency models through a literature review, FGI (focus group interview) was conducted with personnel managers in each central government of Uzbekistan. In addition, the final competency model was derived through the examination of domestic SMEs, including experts from the Ministry of Personnel Innovation and the National Human Resources Development Institute of the Republic of Korea. The derived competencies were analyzed to the level of educational needs through Borich needs assessment. The main results of this study are as follows. First, 9 competency models of Uzbekistan's senior civil servants were derived in 3 sectors (task, relationship, individual). In the task category, performance management, innovation orientation, and project management capabilities were derived, and in the related category, capabilities such as business communication, trust building, and teamwork were derived. In the individual sector, capabilities such as leadership, public service values, and positive mind were derived. Second, educational needs were analyzed through Borich needs assessment based on the behavioral indicators for each of the nine common competencies introduced earlier. Based on the above results, suggestions are discussed to improve the education and training system for senior civil servants in Uzbekistan and to establish a competency-based performance system.
