ABSTRACT

This paper aims to analyze Japan’s perception of and response to China’s Belt and Road Initiative (BRI). The study examines the achievements and limitations of the BRI in the context of Sino-Japanese relations and assesses the potential for cooperation between the two countries in third countries. Over the past decade, the global strategies of China and Japan have been shaped during the leadership periods of Xi Jinping and Abe Shinzo, reflecting both strategic competition and cooperation. Both countries are pursuing a trilateral model that integrates development aid, investment, and trade, and are developing high-quality joint development policies to address challenges such as the so-called “debt trap.” However, their approaches differ significantly regarding issues like debt, like-minded countries, and the establishment of democratic governance. The strategies of Japan and China to secure global leadership involve strengthening relationships with third countries, including those in the Global South. This paper highlights the necessity of closely monitoring the evolving dynamics of the BRI and Japan’ s responses, while also emphasizing the need for long-term analysis of the changes in Sino-Japanese relations and the international order.
