Economic Impact of Migrant Russian Refugees: A Case Study in Central Asia

ABSTRACT

Due to the Ukraine war, young Russians have made large-scale migrations to nearby Central Asia to avoid conscription orders. These migrations have had positive and negative economic consequences for Central Asia. The positive aspect is that many of the young people who migrated, such as information technology (IT) engineers, have high-quality talents, and their influx is helping the IT development sector promoted by Central Asian countries. Second, their influx is boosting the local consumption and production sector, some of which are engaged in trade with Russia, contributing to the increase in Central Asia’s exports to Russia. There are also negative consequences of migration, with a significant increase in real estate sales prices and rents, mainly in major Central Asian cities where they have flowed in large numbers. In addition, some introduced professional jobs, such as IT professionals, have encroached on high-end local jobs. However, while negative factors are not highlighted and quickly diluted, positive factors, such as the effect of increasing consumption that refugees create while working steadily in the region and the IT development promoted by each Central Asian country, may appear long term over time.
