ABSTRACT

The purpose of this study was to trace the peculiar process and meaning of scale of a district-wide reform initiative. Drawing on polysemic and dynamic perspective on the meaning of scale(Morel et al., 2019). we analyze the trajectories and shifting meaning of the scaling up processes of the district-wide reform initiative in the A School District over the past ten years, from 2010-2020. Findings from a qualitative case study demonstrate that in contrast to the common prevailing assumption of scaling up that a growing number of adopters will lead to an increase in the number of future adopters, scaling up was dampened by the heterogeneity of organizations, politics and was suffered by the lack of conceptual clarity of scale. We argue that more studies that consider scaling up as a multi-dimensional entity and sheds light also on the post-adoption phases would require a longer timescale research design.
