ABSTRACT

Since the terms ‘content’ and ‘cultural content’ have appeared, government has defi ned their legal concepts, but their defi nitions have yet to be settled in their academic sense. Consequently, there have been continued attempts for an academic defi nition, and the meaning of the terms have naturally continued to change. The present study attempts to examine the desires of the period implied by the terms by returning to that time when the ever changing terms content and cultural content fi rst appeared. ‘Content’ appeared at a time when information communication technology was undergoing rapid growth and swift dissemination, and ‘cultural content’ appeared at a time when social consent with regard to the importance of content was underway and the popular culture of Korea started achieving results overseas. During the late 90s and the early 2000s ─ an era of informatization and globalization ─ these terms manifested from the expectation and confidence that the desire for internationalization in Korea would be achieved through culture. Th us, these new terms were able to survive as terms popularly used even today.
