This study aims to propose strategies for revitalizing university– industry–community collaboration (UIC) based on arts and culture through a Living Lab approach, utilizing the natural, ecological, historical, literary, and cultural resources of Inje County, Gangwon State, South Korea. Although Inje County possesses abundant cultural and artistic assets, it faces significant challenges, including population decline, population aging, youth outmigration, fragmented utilization of cultural resources, and insufficient community participation and collaborative governance, all of which hinder the development of a sustainable local cultural ecosystem. To address these issues, this study reviews the theoretical foundations of arts and culture-based regional regeneration, Living Labs, and university–industry–community collaboration, while analyzing the cultural resources and regional conditions of Inje County. Based on the findings, the study proposes several strategies, including the establishment of a cultural governance council and policy feedback system; the implementation of collaborative projects through Living Labs, solve-a-thons, and arts and culture camps; the development of a regional cultural archive and data platform; the creation of a cultural complex around Wontong Station; the development of stay-oriented cultural tourism programs integrating the DMZ, ecology, literature, and local festivals; and the cultivation of regional innovation talent through field-based education, capstone design, and project-based learning (PBL). Furthermore, by linking these strategies with the Gangwon RISE (Regional Innovation System & Education) Anchor Project, this study suggests that universities can effectively connect their educational and research capacities with local communities, thereby contributing to sustainable regional development through enhanced community participation, youth retention, cultural tourism, and regional industrial revitalization.
