AB - This study analyzes the operational system of the Creative Convergence Talent Education Center under Halla University’s RISE Project Unit Task 2-1 and proposes directions for its future development. The RISE initiative is a higher education policy designed to foster regionally oriented talent and encourage young people to settle in local communities through cooperation between universities and regional stakeholders.
The study examines the policy direction of Gangwon RISE and the need for cultivating locally rooted talent, focusing on the establishment and operational structure of the Center and its community-linked educational activities. It also analyzes career exploration and creative convergence programs for local elementary, middle, and high school students, including energy education and hands-on activities using Fourth Industrial Revolution technologies.
Program outcomes and areas for improvement are identified based on operational data and participants’ perceptions and needs.The findings indicate that the Center serves as an educational hub connecting university resources with local communities, governments, and educational institutions. Its experiential and practice-oriented programs contribute to strengthening students’ creative convergence and career exploration competencies while deepening their understanding of regional industries and communities. They also encourage positive perceptions of local settlement and support future career planning. This study provides a practical model for extracurricular education aimed at fostering locally rooted talent and offers a basis for developing regional education systems and programs as the RISE initiative transitions toward anchor projects after the second half of 2026.
