AB - This study empirically examines dam construction and the subsequent reorganization of basin communities in the Chuncheon region during the 1960s and 1970s, using official records. The consecutive construction of the Chuncheon, Uiam, and Soyanggang Dams submerged 2,028 million pyeong and displaced 28,000 residents. By analyzing government documents from 1967 and 1974, this paper investigates relocation compensation, livelihood measures, and tourism plans at both the planning and consequential levels.The findings reveal that while compensation criteria became more sophisticated through standardized grading systems, the coercive nature of land purchase and regional land value disparities remained unresolved. Additionally, the state offered displaced farmers factory employment instead of alternative agricultural land, subjecting them to low-wage labor structures within industrial complexes. Finally, Gangwon Province’s ambitious international tourism plans failed due to financial constraints, a setback institutionally finalized by the 1975 Natural Environment Conservation Zone designation, which shifted the focus to low- capital, lakeside resort tourism led by Chuncheon City.
Through these trajectories, this study elucidates the community dissolution, proletarianization, and development marginalization endured by basin communities beneath the shadow of rapid national growth, serving as an essential empirical foundation for regional development history.
