This study examines the representation of multicultural subjects in South Korean public media and explores how publicness can be expanded to promote cultural diversity and inclusion. It analyzes two public service advertisements, Multiculturalism I: Youth with a Migration Background and Multiculturalism II: Neighbors with a Migration Background, using Martha C. Nussbaum’s capabilities approach as an analytical framework. The findings show that, although these advertisements make migrants more visible in public discourse, they retain an assimilationist perspective centered on Korean culture and fail to adequately represent migrants’ cultural identities and narrative contexts. By portraying multicultural subjects as acceptable when they display cultural preferences and behaviors similar to those of Koreans, such representations risk reproducing subtle forms of discrimination and exclusion. They also limit opportunities for intercultural exchange by insufficiently acknowledging migrants’ diverse cultural backgrounds and resources. The study argues that publicness in an era of cultural diversity should create conditions in which diverse cultural voices can coexist and interact rather than presupposing the universality of a particular culture. Public media should represent multicultural subjects as equal citizens with civic agency and voice. It further proposes developing new ethical and linguistic standards of representation through collaboration among Korean language and literary studies, cultural education, and public communication, thereby strengthening the role of public media in promoting democracy and global citizenship.
