ABSTRACT

Since King Taejo overthrew the Gungye Regime through a coup and established the Goryeo dynasty, King Taejo had no choice but to make establishing social order and consolidating power his top priority. Therefore, King Taejo needed to establish a strict legal system along with training strong military power. In particular, in the case of the latter, it was recognized as a priority task to organize the field of penal administration dealing with the issue of punishment. On this background, this paper reviewed the direction and contents of the penal administration maintenance work which was promoted in the early days of the establishment of the dynasty. First of all, this paper studied the measures taken during the King Taejo period. Afterwords, the reasons for confusion in the operation of penal administration due to the wrong politics of King Taejo’s successors were investigated. Subsequently, the policy of King Seongjong, which was promoted to solve problems caused by confusion in the operation process, was reviewed. However, rather than considering that the policy was completed at this time, it was noted that it took a different direction from the previous one for a new integration.
