ABSTRACT

Since the official transfer of the Korean issues to the UN by the United States on September 17, 1947, the U.S. Army Military Government in Korea(AMG) has faced two major challenges in South Korea. One was to respond to various political issues associated with the transfer of Korean issues to the UN. The other was to prepare for the UN Temporary Commission on Korea(UNTCOK)’s visiting and election in advance. The above tasks were undertaken by the American delegates for the U.S.-U.S.S.R. Joint Commission on Korea. The American delegates gathered information on South Korea’s major political leaders and political parties on the transfer of Korean issues to the UN and analyzed their positions. They also studied the Soviet Union’s proposal for the withdrawal of U.S. and U.S.S.R forces. And they made recommendations in preparation for the need to send Korean representatives to the UN. In addition, the successful election depends on the UNTCOK, so the American delegates identified their political orientation by collecting personal information. And they studied the election law passed by the South Korean Interim Legislative Assembly(KILA) to prepare the AMG’s own election law. Meanwhile, they also influenced the organization of the Central Election Committee, which was in charge of overall election administration. The results of the May 10, 1948, general election, which ended with a right-wing victory, were the product of this preparation process.
