The Establishment and Meaning of the Hamnam workers Association in 1929

ABSTRACT

This paper examines the establishment of the Hamnam Labor Association, which was founded in 1929, and reveals its significance. The establishment of the Hamnam Labor Association in 1929 was led by the “logistics capitalists” who led the Wonsan Chamber of Commerce. They led the entire process of establishing a new labor organization to replace the Wonsan Labor Federation from January 1929. However, in reality, it was the Korean capitalists in Wonsan who led the operation of the Hamnam Labor Association. Most of the directors elected at the founding meeting of the Hamnam Labor Association were Korean capitalists engaged in sales and trade and those belonging to the Indigenous Consignment Merchants Organization. The people who participated in the Hamnam Labor Association were day laborers from Wonsan, and their motivation for joining the Hamnam Labor Association was to obtain relatively stable employment and a high degree of livelihood security. When the Hamnam Labor Association was established, the capitalists in Wonsan declared that they would only hire workers who were members of the Hamnam Labor Association, guaranteeing employment stability for the Hamnam Labor Association. The declaration by these capitalists was a major factor in the day laborers joining the Hamnam Workers Association. The change in the wage system of the Hamnam Labor Association was also one of the factors that led the day laborers, who wanted to stabilize their livelihoods, to join the Hamnam Labor Association.
