ABSTRACT

Family violence comes from the infant growth environment, generation transfer of violence, or different mechanism between the husband and the wife. As they occur from firstly, incidental causes, secondly, complaints on the situations, and thirdly, being drunken, parents themselves are necessary to raise children up to the age of 3 so that affectionate relations can be generated, and are required to avoid quarrelling each other in front of their children. While current criminal system puts additional punishment against assault on parents, no addition is levied against parents' assault on children and general provisions are applied to the husband's assault on the wife who is the weaker. Amendment shall be made to allow additional punishment against such violence. Although Filial Act is in force to promote the filial behaviors, local governments are unaware of it due to its hortatory effect. In order to make it have more effectiveness, it shall be amended into an enforcing act to have punishment provisions against violation of the Act. Not only the education, but a variety of practical programs out of different ways should be developed and executed to cover from kindergarten to college in order to achieve effectiveness.
