ABSTRACT

This paper is to examine the local community placing process of new renewable energy facilities which have an image as the proーenvironment pure energy and the feature and limit of a local community's response to that. focusing on wind turbines. This paper used the methods of local observation data, survey data, and the depths dataーcollectionーthroughーinterviews method, focusing on the location case of the sea wind turbines in Jeju Island. The analysis results are as follows : The construction process of facilities and the economical beneficent factor will be gotten when it's working later, were bigger than the purpose by which wind power generation is proーenvironment pure energy facility, and wind power generation placing agreement of facilities in the village acted on it. It's one of reasons that we have to pay attention to the interest conflict expression aspect between the groups who looks at profits from meaning specialization to development and the groups who are not so in the situation that the range of the inner autonomy of a community spreads after localーautonomousーsystem enforcement.
