ABSTRACT

This study conducted a qualitative analysis of the contextual and structural aspects of urban regeneration This study considers the urban regeneration New Deal project as a pilot policy model for realizing and creating public value, and the implications of this project are derived as follows: The urban regeneration New Deal project has the characteristics of a pilot policy project for the creation of public value and the realization of deliberative democracy. In other words, the process of consideration ensures the legitimacy of the policy, which leads to the creation of public value. Thus, the biggest significance of the urban regeneration New Deal project lies in the realization of deliberative democracy and securing the legitimacy of policies through the actual participation of local residents. The performance evaluation of policies that involve a huge budget must be done. However, a multi-dimensional performance evaluation should be made to encompass not only the achievements of economic value creation, but also the various value aspects that were intended to be realized through urban regeneration projects, such as social, cultural and environmental values.
