ABSTRACT

With the rapid advancement of digital technologies, digital citizenship has become an essential concept in modern society. However, existing discussions on digital citizenship often focus on technical skills, digital literacy, or individual responsibility, while overlooking fundamental civic values such as solidarity and membership rights. This study critically examines the concept of digital citizenship and highlights the need to reconstruct it from the perspective of civic solidarity and membership rights. In particular, it explores issues such as power imbalances, marginalization, and limitations on civic participation in digital spaces, while investigating ways to enhance collective solidarity and inclusive membership rights on digital platforms. By doing so, the study suggests that digital citizenship can be expanded beyond mere technical proficiency to encompass democratic values and social responsibility as an integrated concept. This research aims to redefine civic practices in the digital age and contribute to fostering inclusive citizenship within the digital public sphere.
