ABSTRACT

This study analyzes whether care ethics and care justice are realized from the perspective of care workers, based on their concrete work experiences within the care system and organizational settings. It provides a theoretical overview of care ethics and care justice, and employs institutional ethnography to examine how issues such as the staffing structure and the lack of subjectivity in the elderly care system impact an A Health-Welfare Social Cooperative, which is based on participation and cooperation. The analysis found that the national elderly care system offers very limited space for the realization of care ethics and care justice. At the organizational level, care ethics were minimally practiced through measures such as a sabbatical leave system. However, in terms of care justice, including the persistence of hierarchical structures and the exclusion of care workers from decision-making processes, the organization was found to fall short of overcoming institutional limitations. Based on these findings, the study proposes, at the institutional level, the reinforcement of staffing standards and support for substitute personnel. At the organizational level, it recommends determining care workers' wages in accordance with social economy standards and reforming the decision-making structure.
