The Characteristics of Chinese Central Government’s Reorganization and Reshuffle and their Implications for Domestic and Foreign Policies

ABSTRACT

The researches on the influence of Chinese political elites and China’s domestic and foreign policies tend to focus on the The Chinese Communist Party(hereafter ‘CCP’) and its cadres. To understand why policies take particular shapes, however, it is to understand not only the CCP and its cadres but also the central and local governments. It is because the role of those governments has been increased in the national policy-making processes. To overcome the limitation of those existing studies for the main actors in the policy-making processes, this article is an attempt to analyze the relationship between the bureaucrats of Chinese Central government and China’s domestic and foreign policies. For this purpose this research has analyzed the characteristics of Chinese central government’s reorganization and reshuffle which were decided during the first session of the 12th National People’s Congress, March 5-17, 2013 and since then until now in what ways and to what extent the reorganization and reshuffle of Chinese Central government has influenced China’s domestic and foreign policies. And furthermore, what implications those changes have for Chinese foreign policies towards the Korean peninsula.
