Public Diplomacy and the Overseas Korean Education: A Case Study of Korean Language Education in Indonesia

This paper aims to examine the current status and problems of the overseas Korean language education from the perspective of public diplomacy and searches for policy implications by taking a closer look at the Korean language education in Indonesia. For that purpose, this study suggests an analytical framework with a focus on internal and external factors to systematically analyze the Indonesian case. The overseas Korean language education plays an important role in public diplomacy as a communication tool so that foreign publics have good images and amicable feelings toward Korea. Despite the economic and diplomatic significance of Indonesia to South Korea, there have been few research on Korean language education in Indonesia. This study finds that lack of coordination and cooperation among various actors involved in the overseas Korean language education and policies that had not taken seriously country characteristics have negative effects on Korea's public diplomacy. An in-depth analysis of the overseas Korean language education and policy suggestions would positively contribute to the advancement of Korea’s public diplomacy.
