AB - This article discusses the island of Ulleungin early twenty century. And specially focus of person's report, county governor who name is Sim Heungtag. The Russians investigation of islandand the problem of Japanese at island. In this situation, the county governor Sim Heungtag, investigation and reporting of Japanese aggression. And therefore, protection of Japanese invasion and trying to establish autonomy. At the same time, Announce the news by news paper of Empire(帝國新聞), those treatment of between Empire of Daehan and Japanese. So this paper will be discussed, the county governor's response about the Japanese invasion and Circumstances of the island of Ulleung.
