AB - This study recognized public social welfare delivery system will be more important in the future according to the developing trend of social welfare that and intended to find overcome factors by analyzing actual status of operating organization. The study results showed that characteristics of delivery system, ineffectiveness of task, delivery system and inconcinnity of personnel are the overcome factors of social welfare. Consequently, this study revealed that public social welfare delivery system will go on smoothly at last when the problems of the overcome factors get solved.
