ABSTRACT

This study conducted a focused analysis of 50 major fatal accidents selected from a total of 2,699 safety accidents that occurred at micro-scale construction sites nationwide over a five-year period from 2017 to 2021. The analysis was conducted from four perspectives: human factors, material factors, managerial factors, and environmental factors. Regarding human factors, the findings emphasize the need to strengthen health management programs led by public institutions for elderly workers, expand safety education for unskilled and female workers, and encourage collaboration between new hires and experienced workers. For material factors, improvement measures such as expanding the installation of safety facilities, securing safety management budgets, and strengthening pre-inspections of temporary structures were suggested. Managerial factors highlighted the need to address the absence of site supervisors and to increase the number of safety inspectors. Environmental factors called for enhanced pre-safety reviews, maintenance of worksite cleanliness, and prohibition of simultaneous operations. These results provide valuable insights for formulating customized safety management policies tailored to the specific conditions of micro-scale construction sites.
