ABSTRACT

This study conducted an analysis using hierarchical analysis(AHP) for a group of private investigators and private investigation study researchers to derive the priorities of the main application areas of public interest-based private investigators. The study aims to identify key application areas and analyze their importance. At the first level, the evaluation was conducted focusing on three key areas: support for investigating missing persons and victims, public corruption and surveillance investigations, and digital and scientific investigations. Both groups recognized the tracking and protection of missing persons as the most important function of public interest-based private investigators. On the other hand, in the second-level analysis, there were considerable differences in perception between the researcher group and the private investigator group by detailed item. These analysis results suggest that public interest–based private investigators have a role in realizing public values in various fields such as protecting the socially underprivileged, monitoring the public domain, and responding to digital risks beyond just private investigations in the private sector. However, this study is limited by a small sample, reducing generalizability. Some responses also showed minor inconsistencies due to conceptual overlaps and differing judgments. Future research should broaden the sample, include more diverse stakeholders, and improve reliability through pilot testing.In order to revitalize private investigation for public interest purposes, cooperation between not only the government but also academia and the non-profit sector is necessary, and related legal systems will also need to be improved.
