ABSTRACT

This study empirically examines the impact of fairness perception on welfare attitudes and investigates the moderating role of generation. Using data from the 2023 Social Integration Survey, opportunity, distributive, and procedural fairness were set as independent variables, and support for welfare expansion and recognition of state responsibility as dependent variables. Hierarchical regression and PROCESS macro (Model 1) were applied. Results show that all three dimensions of fairness positively influenced welfare attitudes. Distributive and procedural fairness had stronger effects among middle-aged and older adults, while opportunity fairness showed no generational difference. Procedural fairness, encompassing not only transparency but also respectful treatment in policy processes, emerged as a key factor enhancing policy acceptance. These findings highlight the need for generationally sensitive policy design and the development of a fairness sensitivity index, though the multidimensional aspects of procedural fairness were not fully captured in this study.
