ABSTRACT

This study uses the DEA–Malmquist model to examine the dynamic efficiency of Jilin Province’s ice-snow tourism industry from 2005 to 2023 under the influence of the Winter Olympics. A three-stage framework—foundation (2005–2014), preparation (2015–2021), and post-Olympic (2022–2023)—links static efficiency with Total Factor Productivity (TFP) and traces the evolution of industry performance over time. Using time-series data on capital investment, tourism facilities and labor matched with tourism income and tourist flows, the study decomposes TFP into efficiency change and technological progress to identify the main drivers in different phases. The results show that overall efficiency improved, but scale efficiency remained the main constraint, especially after the Olympics, indicating persistent mismatches between resource inputs and market demand. TFP grew by an average of 9.3% per year, driven mainly by technological progress, while the COVID-19 pandemic caused a temporary decline. These findings suggest that optimizing scale structure, diffusing technological innovation, and enhancing policy resilience are crucial for promoting the high-quality development of the ice-snow tourism industry and for better leveraging mega sports events as catalysts for regional upgrading.
