ABSTRACT

This study aims to establish the concept and procedures of restorative counseling as a counseling approach for resolving relational problems that arise in various communities-such as families, schools, and workplaces-and to present a practical model for its implementation. In relational conflicts, retributive justice centered on punishment for the offender has shown clear limitations in promoting the healing and recovery of the victim. Although restorative justice emerged as a complementary alternative, it has not sufficiently incorporated counseling interventions such as emotional regulation, empathy, and therapeutic confrontation. This study reinterprets restorative justice from a counseling perspective and proposes a restorative counseling model that structures the counseling process into the PHNRR stages. The model consists of the processes of problem visualization, empathy for the harm, identification of needs for restoration, reparation, responsibility taking and implementation, and relationship restoration. It provides a framework applicable to diverse settings, including police practice, school violence, family conflict, and correctional contexts. As a new counseling paradigm that heals damaged relationships through mutual problem solving, this model contributes to the restoration of human dignity and community and offers a theoretical bridge connecting restorative justice and counseling.
