The purpose of this study is to suggest improvement of current country partnership strategy(CPS) on public administration sector for enhancing official development assistance(ODA) effectiveness. The study conducted case analysis on 8 countries, which are Bangladesh, Cambodia, Laos, Nepal, Indonesia, Pakistan, Vietnam, and Philippine, located in Asia. This is because Korea has maintained Asia-focused assistance trends since first phase of ODA, and currently has invested more than half of total ODA budget. Korea’s priority assistance countries in Asia are 11 countries, but three countries were excepted, which were not dealt with International Index used in the article. We utilized BTI, and EGDI for the analysis. According to the results, vulnerable sector of recipients revealed were not consistent with Korea’s priority assistance sector in each CPS. Thus, CPS should be supplemented. This study suggested three recommendations as following. First, it is important to define priority of ODA program unaffected from political nature by using objective evaluation index. Second, it is necessitate to strengthen connectivity between CPS and public administration sector. Finally, customized CPS should be established based on the results above. Through these suggestion, South Korea could improve effectiveness of ODA as reconciling Koreas’ ODA and demands of recipient countries.
